All companies that enter into contracts that are funded in whole or in part by state funds, and all companies that participate in state grant programs will be exposed to tremendous risk under the STATE FALSE CLAIMS ACT that is being considered in the Judiciary Committee.

        Tell them to oppose Senate Bill 965 – AN ACT CONCERNING FALSE CLAIMS, which is pending before the Judiciary Committee.
        Tell them that the Judiciary Committee did not act on the bill last year.
        Tell them that STATE FALSE CLAIMS ACTS are easily used in unintended ways for improper purposes and legitimate state contractors can easily be accused of making false claims…even when no false claim is committed:
o        “False” is not defined in the bill
o        The is no requirement to show an “intent to defraud” the state
o        Terms like “claim” and “knowingly” are broadly defined
        Tell them that under a state false claims act, any contract dispute can easily be challenged as a false claim by state agencies and good contractors will be run out of business and hard working people will lose their jobs.
        Tell them that the General Assembly should fully understand the negative consequences of FALSE CLAIMS ACT abuse before approving such legislation in Connecticut.
