Municipalities would be authorized to finance certain remediation and redevelopment projects by the incremental revenues from the personal income tax and sales and use taxes attributable to the project if House Bill 5500 before the Finance, Revenue and Bonding Committee becomes law.

Municipal stormwater authorities would be authorized to construct, own, operate and maintain public or common improvements under House Bill 5492 before the Planning and Development Committee.

Excessive noise that violates a municipal ordinance and results in a citation and three or more arrests constitutes a public nuisance that municipalities can abate in order to provide greater local protections under House Bill 5489, pending in the Judiciary Committee.

Development within areas around certain privately owned, publicly used airports in the state would require notice for proposed construction and determination of environmental effects under House Bill 5467 in the Commerce Committee. Environmental compatibility planning around such airports must address needed land-use actions to mitigate adverse environmental impacts.
